Frozen earth is a very poor conductor so I imagine that in Finland there may be permafrost just under the surface which will detract from the aerial efficiency. Aerial efficiency reduces as the square of the frequency so for example if an antenna achieves say 25% at 500 kHz, the same aerial will only be 6.25% efficient at 250 kHz. So one has to wack in the watts to get any decent ERP.
