It's futile to try to build and operate an AM station using 'pocket money' as a one-man-band with no experience and not a clue where the sustaining funds are going to come from. The idea of just popping a radio station the air without good reason or any notion of how one might sustain it is just plain . . . well . . words fail me.
The costs and enormous logistics of commissioning a LongWave installation are beyond any amateur venture, especially one without any coherent reason for operating. MW is simpler, cheaper and easier to attract listeners, but it should still be done properly.
I dont think the MW band should be turned over to amateurs (and I'm a fully-licensed amateur) but OFCOM really should slacken their senseless grip on the band. They should licence any operator prepared to broadcast a technically acceptable signal that meets the basic tenets of "legal, decent, honest and truthful" and they should NOT be hampered by silly high costs that broadcasting has for too long been hampered by.
