Ive no idea who that was, but most radio folk will be aware of some strange people claiming to be involved with all kinds of radio project. Most are sheer fantasists, but some are well-meaning. Spangles wasn't unique in this - he even bought a plot of land and made a planning application for a mast, but this was never official IMIB business. It couldn't be, as the IoM Government (well, the Chief Minister and his Home Affairs minister, who oversaw us) had given firm instructions that the project could NOT be involved with Radio Caroline without getting Tynwald approval. Chris wasn't a director of IMIB, nor involved in any official way. It was simply that he and I often met privately and chatted too late into the night many occasions. We discussed women, music, TV and radio - in that order really. I knew of his planning application, but was also aware it would not progress any further.
I had many meetings with Ronan in the nineties and noughties, but we never discussed Caroline's involvement in the Isle of Man as I was aware of a rival applicant for the 279 licence who called themselves Radio Caroline and were based in London.
Hope that clarified some of the events and dispels rumours about those days - over a quarter of a century ago now.
