That wasn't something that I was part of,
so its unfair of me to comment.
Radio Caroline did however put in a bid for the 279 licence, as did RTL. And we did plan to name the transmission platform 'Caroline Island' for which we needed approval of the Chief Minister and Tynwald. There were 01 hoops to be jumped through, especially the plan to refuel from a craft that didnt tie up to the legs. The hose came down (and up) by remote control and had some powerful pumps. Multi generators controlled from shore, and needing attendance only monthly to change filters. It wasn't cheap!
