While he may have appeared supportive of the various satellite and "Caroline" RSL's during the 1990's and early 2000's, he was actively looking for "third world" licence to allow Caroline back to the freedom of the sea, as well as persuing legal action against the British government over the 1989 raid on the Ross Revenge.
