The fashion of the times was really varied and much of what we associate the fashion of the period was embraced by the young and stylish wealthy. I have seen photos of older women in the 1920's still dressing like its the early teens. People didn't buy clothing like we do today. You were lucky if you bought more then 4-5 new things a year.
