I'm not an expert but I think over time the idea of the 20's look has been distilled down to one basic look, the drop-waisted flowing silhouette. I don't believe everyone woman in the 20's was wearing that one silhouette, anymore than all women wear the same look today. I think the key thing to think about was that the 20's ushered in the acceptability of fashions without the layers of undergarments that were common in years before. The freedom from those layers of confining "contraptions" I think are what really defined 20's fashions. Drop waist or natural waist, the whole point was the lack of layers of fabric underneath and the streamlining of the bodices and skirts. Because the Biltmore dress was a custom gown based on an idea of reproducing the architecture and decorative elements of the Crystal Ballroom I have always thought of it as "costume' more than ala mode or a design "of the time". In fact I always thought of it as a rather ungainly silhouette that simply serviced the hand painted pattern and architectural design of the Crystal Ballroom. These are just my thoughts about the era because I happened to come here in one of my sporadic times and thought your comments were interesting, but Jackie_NJ is the one who I feel really knows this stuff, so I would go by her thoughts first.
