To be pedantic with myself ! ... I could say, Lots of UK Multiplexes, such as...
Plymouth, Coventry, Peterborough etc. use block 12D, that's Around 229 megs
and the allocated, but not used block 13F is around 239 megs
I could say, a music station streaming on the Net is Not a Radio station, (no TX)
or a TV station on YouTube is Not a Television Station....
But Words have Changed What They Meant originally, Does it matter? probably not
More people Watch YouTube now, that Normal TV from a transmitter, or Dish

The Reduction in Range, from High Band (169 megs) up to Band 3 was very noticeable
You are right, that the Greed of the Big Boys in Radio, controlling DAB did not help
SSDAB seems to work in Urban areas, but in Rural locations seems to be a money pit
