Just for clarification, John Kenning and I were involved at the very start, March 83. By late May we had both left. During Summer 83 the order as placed - the balloons with Raven Industries in Sioux Falls, SD.
In August 83 I was persuaded to rejoin the project and the commitment to the balloons was in place. Raven advised that their man ate d the first launchings and trained the crew but the Captain was leaned on to press ahead, and we launched both in January 84. The vital tether lines were omitted and the balloon was on the antenna cable alone. You know the rest!
