The Dutch & UK Governments, both committed true piracy in international water - The Ross was boarded without permission by Dutch thugs, employed by the Dutch Government.
Once the Ross was in Dover & unlikely to ever be used as a Radio Ship - the Dutch returned the equipment that was "Stolen" from the Ross - that to me, shows they had a guilty consciousness, about the whole thing - but they got away with it.

I liken it to the way Alan Turing was badly treated in the early 1950s, having helped to defeat the German Enigma codes in WW2 - Because he "Batted for the wrong side" sexually, he was punished by the then UK Government - who only recently, apologised for it's evil. A bit late now of course - Alan has been dead for many years.

So the UK Government, could & should say Sorry for it's involvement with the 1989 raid, by helping with the huge dry dock repairs, the Ross is going to get. Yes, I know help should be coming from the National Lottery - but the Government & Andy Burnham, could assist more directly - perhaps with the huge Tug towing costs from Essex to Hull - & back 😡
I'm Sure the Navy has a large Tug or two.....
