OFCOM are an Executive Agency, and only allowed to licence services that the Government approve. Such decisions are made by DCMS (actual name varies from time to time, seemingly with the minister's foibles!). It would be political.

Such a departure from their stated 'plan' is unlikely and would have to be subject to competitive tender. Im sure the foreigners would all bid uneconomic sums, just to ensure no one treads on "their grass".
