The 1215 network in the UK was a total disaster. They even tried radio 3 (classical music) once. Was only good for about 5-10 miles from the Tx, any further and it was a fading mush of sound as synchronised transmitters faded in and out. So that was most of the country then.
Granted a single Tx in the SE might work, but plenty of spectrum now... but No takers
