1905 Guglielmo Marconi made first transmission from a workshop in Writtle near Chelmsford Essex.
His main objective was to transmit Morse-code
which for RMS Titanic 7 years later, actually saved lives. Hertz probably was first to discover speech & music could be modulated onto a carrier?
I've not read ofcom notes, as their activities
on regulating broadcast spectrum are chaotic.
