I too have long wondered if SS-DAB+ was "set up to fail", ie. just to keep the vociferous campaigners quiet. It really looks like it in many cases. the whole system just reeks though, of OFCOM being over backwards to keep parts of the commercial lobby happy and suppress anything looking like competittion. Im not being totally cynical, Im just very weary after campaigning since the 1960s, and STILL yet we haven't got the tap fully turned on for radio, as we technically could have. And the limitations on stations charging money are absolutely farcical.

Cost of a DAB+ outlet should be about £1800 to £2800 I think, but Im no expert in these and my only hands-on experience has been in other countries really.
