Both use active radar homing and are intended to deal with saturation attacks and provide an area defence. Sea Ceptor missiles are smaller, shorter ranged but cheaper, and the associated Type 997 Artisan radar less capable and mounted lower than Samson on the T45, so that area defended is rather smaller. Likely good enough against the UAVs and anti-ship missiles that the Houthis are using (depending on where the T23 is positioned). Neither, AIUI, has any capability against their ballistic missiles.
