There was a silent tolerance in the Dutch parliament for Radio Veronica. They didn't do politics nor religion and their AM frequency was just 10 Kw (which meant that reception was only good in the western part of the Netherlands). As long as they kept their promises they were left alone. The bombing of the Mebo 2 in 1971 of course, in which Veronica had a hand, put an end to all this. From then on their fate was sealed. You could argue though that the Dutch government would have signed the Strasbourg treaty in the long run, but now they had an urgency to do so... And the rest, they say, is history....
