Caroline 558 never attained such an impressive signal strength. I had a meter on my portable radio, but in any case the difference was obvious to the ear - reduced background noise and co-channel stations interference.
I think Caroline 558, even pre-raid, had about 8 kW to the antenna. Laser did sound about 3 times stronger, consistent with something not far short of 24 kW (out of the transmitter).
Over these sorts of distances, wavelength was the dominating factor. Reduced radiated power due to shorter electrical length of antenna (of unchanging physical size) was a very worthwhile trade-off.
The Atlantis (Jeanine) signal from off the coast of Belgium was likewise way stronger on 312m than on 227 (+ or -) metres. Once they got their linear amplifier mastered (had to be biased half-way up, not all the way up!)
