Probably all down to ground conductivity, or lack of it. Most of the North Midlands is on rocky terrain and very close to the surface, so not as good for MW reception, when compared to the flatlands further south. Back in '84, once up in the Peak District of North Derbyshire, Laser used to have a very solid signal in the car on 558 but Caroline nowhere near as good on 963. Back in Derby itself and both stations were fairly equal, though 558 did much better in amongst the tall buildings in the city centre. No comparison to the '60s when we used to listen to Caroline, London and England on little 6 transistor pocket portables in the playground at school and all stations were a good strength despite the higher frequencies used. Very little man made interference back then and the ships were a little closer to Derby .. just.
