If the 'oral information' was a 'decline to ring the bells', why would Father Fogelqvist state that he should have 'looked more closely' and that he 'regrets' it?
The latter translation makes more sense in context, that is, he had received word that application(s) had been made. When he 'looked more closely' he found that wasn't the case. That's why he 'regrets' it.

Father Fogelqvist goes to the nub of the matter:Asked if he regrets how the saga has played out, Fogelqvist pointed out that he had not made a link between his original understanding of the situation and the granting of a permit to the mosque, but rather that media outlets were responsible for making that leap.
Again, this has all the hallmarks of a political beat up in the context of a national election. Poor Father Fogelqvist was caught in the middle!
