In the original article Father Fogelqvist is quoted as saying "It's a matter of fairness" so he was clearly alluding to discrimination himself. It sounds like he may be backtracking after realising the story has blown up!?

It would seem it hasn't been an issue for 25 years until the police granted permission to a questionable mosque.

As stated above, Father Fogelqvist's "it's about fairness" comment reveals he bought into the original discrimination angle and then it seems experienced "buyer's regret" when the whole thing blew up.
