Weird ?? on goods from overseas>>

I received a fashion I bought from Khoi. Through Khoi I paid shipping etc. All well and good, but now I’ve received a bill from Homeland Security for a tariff of $20. ?! Has anyone else ever gotten a letter and bill like this? I’m not blaming Khoi, so please dont go that direction. I’m just wondering what’s going on. Is this legit, it certainly looks real? What happens if I just don’t pay it?
