Are you sure its PLL? 4watts seems quite powerful for your Chinese FM (tx) oscillator pcb
It's a transmitter, not an oscillator PCB! Read the post before answering.
It probably is a PLL. Don't know you would think otherwise.
The transistors you mention are unlikely to be used in a Chinese transmitter.
