Are you sure its PLL? 4watts seems quite powerful for your Chinese FM (tx) oscillator pcb
Does it have 2N-4427 with heatsink & 2N-4080 [4w]
now obsolete P/A transistor was used for Band3vhf
PMR transceiver & 2meter Amateur Band 144MHz
