Yes it seems Band 3 is a poor choice for lower power radio, I remember when we used those frequencies for London Buses they were regularly wiped out in the summer.

Would have better to open the band 2(?) 64-87MHz and add some more FM channels. At least the tropo effect on FM is not so bad, with DAB+ you just lose the station completely, with FM you can normally capture the wanted station.
