There's no such thing as a community of interest licence. Community radio licences have a licenced area and key commitments for that area including the character of service which must be distinctive from analogue commercial stations in that area

As to Angel Radio covering most of England and Ireland on DAB their website says

"You can currently hear Angel Radio on DAB in -

West Sussex, Hampshire, Isle of Wight, Norfolk, Cambridge, London, Aldershot, Bedford, Salisbury, & Woking."
