Is SSDAB "set up to fail", same as FM Community Radio was?

Here we are in 2024, In a nutshell, Is it worth a Struggling FM Community station,
getting involved with Small Scale DAB ? especially in Rural areas?

It seems you need deep pockets to run a multiplex for SSDAB, would money be better spent elsewhere
