Simple cardboard cutouts would be suitable for us piers and if you use a grey cardboard no painting needed.
I was fortunate enough to be driven along the berths at Norfolk back in 1997. Two carriers were on one pier and their escorts at two others. Pretty much like the Triang set.
I have a lot of 60s USN cruisers and other stuff so it might get a bit more crowded.
