For a few years I lived in a town with a US Navy shipyard nearby. EVERY time a carrier came in the crime rate went way up! Every time! The story about places, "you do not go" (alone) onboard was often repeated in those days. Shipyard workers had to be careful sometimes. Supposedly even the Captain's knew enough to stay out of those areas if unescorted. I haven't lived there in years so I don't know if the US Navy ever got that situation under control but I like to think so. Most of the problem I think arose from the Navy having to use draftees to make up large parts of the crew. Those who want to be in the Navy are far better behaved than those who are drafted into it.
