Good spot - there's a lovely colour picture (dated 14 April 82) in Operation Paraquat by Roger Perkins with the boat on the port davit so I guess it could be stowed either side; have seen pictures with two boats too - but not circa 1982.
From a modelling perspective better to have two boats when there should be one, than no boats when there should be two!
