You asked for a response based in theology. Well, all our theology is based in the Bible and Tradition, and as far as the Bible goes, there are many passages from the Old Testament we could call on that insist on repentance for sin before pardon is given, but to select just one:Joel 2:13 Rend your heart and not your garments. Return to the Lord your God, for he is gracious and compassionate, slow to anger and abounding in love, and he relents from sending calamity.
Then, right at the start of the Christian era, we have John the Baptist preaching "Do penance."Matthew 3:1-2 And in those days cometh John the Baptist preaching in the desert of Judea. And saying: Do penance: for the kingdom of heaven is at hand.
And then, a few others:Matthew 4:17 From that time Jesus began to preach, and to say, Repent: for the kingdom of heaven is at hand.

Luke 5:32 I came not to call the righteous, but sinners to repentance.
