Who's splitting hairs now?
The church has gone from a philosophical acceptance of capital punishment (see for example Augustine and Aquinas) to enthusiastic participation in torture and killing of heretics during the inquisition, to now saying it's 'inadmissible'.
You can call it a 'development' but taking life is about as grave a moral consideration as it comes and the church has gone from 'yes' to 'no'.
But even if you accept notions of 'development', your notion that 'authentic Catholic teachings cannot change' is simply not the case.
And even an understanding of the word 'development' is consistent with, not counter to, 'change'. To 'develop' is to 'grow or cause to grow and become more mature, advanced, or elaborate' (ref).
There are plenty of other examples of change of emphasis and substance in Church teaching.
