If you are talking about the "T" antenna, then the three wires are connected together at the feed point and can either be connected together at either end, or left open. This forms a "fat" conductor increasing the bandwidth, crucial at the lower end of the band where a narrow bandwidth would give a high VSWR at the edge of the sidebands, causing poor modulation.
