SOLAS* needs are also an important part of any survey, and only after full compliance that can a ship be considered insurable. Remember all minor concerns the DTI surveyors found in Dover? (Lighting, rafts, etc.) Sometimes an insurer will give temporary cover for a short sea voyage, but thats an expensive way to get around problems.
Many surveys CAN be done "in the water" and can be a great guide into what really needs to be done to preserve both the vessel, her crew and visitors. But frame damage and inaccessible areas need a dry dock.
All boats are really "bottomless pits" into which rich people can sink money.
