I would guess that the station you are hearing could be a very long way away indeed - maybe North Africa or the middle east. If it has a lot of speech it's less likely to be a pirate although there's always a chance it could be someone in maybe Ireland I suppose.
Can't hear it myself so can't offer anything conclusive.
