Good point SS, what would be the point of starting transmissions before being fully stocked with water, fuel and grubbage, if said transmissions brought RC to the immeduiate notice of the authorities, after which re-supply would have been very difficult, compared to doing it when it was technically not a radio ship?
No wonder PM was frustrated.
