Mike, I believe the BBC learnt from the 1960s Offshore broadcasters, just how more effective & powerful MW broadcasting was, from a ship on the sea - or an installation BY the sea.

So if the original Orford installation, helped end the cold war - EG the Berlin wall coming down, Persuaded by the BBC (portraying how wonderful life was in the west) perhaps in a way, Ofshore radio, should have a new place in history?
Not that any Government, would ever admit that!

But before that, all the most powerful MW (&LW) installations, were well inland - EG, Droitwich, Brookmans park, Crowborough & many others.
