Judging by the even worse reception near the end, I would imagine the transmitters had been turned down to their minimum power during the last weeks, probably 10dB down.
Still, I bet the fine would be more than paid for by the power savings of not running the transmitters for just a few hours so a no brainer for Absolute.
I think Ofcom should re-advertise the 1215 licence as for all we know there may be some stations out there who would be interested and could turn a profit.
For years Ofcom carted out the excuse that there are no available frequencies for new stations. Well here is a vacant frequency that is not being used so no excuse. What a rubbish system we have in this country that defaults to not licensing if at all possible.
Maybe the 1215 transmitter network can be tweaked to improve reception by just keeping the high power transmitters and accept some areas will not be served very well. But it might reduce some of the large overlap distortion areas that made it unlistenable.
