End of all M & LW public broadcasting

It's inevitable there will soon be no public broadcasting on M & LW of any sort in Western Europe and UK. Are there any thoughts on the future uses of these bands, or will they simply be left unused and forgotten? Will they return to radio enthusiasts / experimenters just as they were in the days before the BBC and public broadcasting? Any thoughts on this?
