Oh well that's that theory blown then, it's consistently giving an error here, I have Chrome 109, Google DNS, Enhanced Security, and favour https connection, even with those settings it should fall back to http if the server says no https. I have put a bug report in, not much more I can do. It's fine in Firefox using the same DNS, so it's not network related.
It probably would help though if the frame redirect and old Front Page HTML 4 was upgraded
