I used to work on/ Install Vehical sets/ antenna etc for the dreaded 'Duplex PMR' you mention
Compared to High Band (on 165/171 ish megs) its got Very Poor Range, for the same power
The PMR system you refer to, was done the same as a Mobile Phone or Cellphone network
with several Remote Hill top TX sites, linked together, So DAB or SSDAB needs the same thing
to make it work good, Also although its only twice the Freq. Of the FM band, It needs a Lot more Power
to cover the same area as FM band does....I agree DAB uses a lot of bandwidth compared to FM
But most of the problems with SSBAD will be the rules and regs. for it, not the techie bits
DRM needs its own band, seems to work best on clearish channels
