No Ralph it's not a recruitment office model. There is a small plaque alongside the model that states the maker's name - by all acounts a private individual.

Nor,sad to say, is the model of the quality of those used in recruitment offices. I used to see a Herms in Birmingham as the RN office was in the same complex as New St station.

However, I think when it was new it must have looked great. It would be probably be restorable even in its present state. The longer it stays in the junk shop though, the more risk of terminal damage there is.
