With ebay or Amazon, a seller has to send a purchased item to the address used by the purchaser at checkout. Usually, this can be any address - provided you enter it into their system before or at the time of purchase, so they have a record of where you asked that the goods be sent, they are covered. What they definitely won't allow, is for you to contact them after purchase and request that the address is changed (normally the response is for you to cancel the order and make a new one). So...if you entered Hugh's address at the time of purchase into their system, either there is a fault with their software and it was ignored, or they have a policy that overrides what their software allowed you to do. In either case, you could legitimately query it with them.
