Whereas I agree with what you have said, your choice of example is not that good. When I first went to sea in 1970 the inboard screens for the ships side navigation lights were indeed painted RED and GREEN. These screens projected 3 feet (1 metre) forward of the sidelight.
However as you also say the rules were changed ( I cannot remember exactly when but it was not long after I joined) and sidelight screens had to be black - but more precisely MATT BLACK to avoid or reduce reflection.
So models of ships of period WW2 by the likes of Neptun would have had RED and GREEN side screens.
