If you look more closely it looks as if a large chunk of the foredeck has been neatly cut away rather than a tarpaulin.

From memory she was used for helicopter trials hence the flight deck and featured in an American Movie (The Bedford Incident?) which showed a helicopter landing on her flight deck.
