We could have had the last ever steam catapults and conventional arrestor gear but that would need unique steam generators and lots of sailors that we don't have. Alternatively, blaze a new trail with electric catapults and advanced arrestor gear, like the USN Ford, risking similar problems to those the USN has suffered.
Either way there is the issue of paying for an RN-only cat an trap air group, recruiting the FAA pilots and dealing with the RAF politics.
Then you need another spare billion for some E2-Ds, just as the idea of single-node AEW is looking less and less sustainable.
If somebody gave me an extra £4bn to spend on making our 2 carriers more effective, I'd spend it on 2 more SSNs to esort them, active torpedo defence and a couple of extra F3Bs.
