Yes it is possible for a mare to foal without any milk, but this is not very common. Usually they will produce milk just after the foal is born, but in those cases that a mare is showing signs of foaling without any milk I would contact a vet and find out where you could get colostrum should you need it. Do you have pictures of your mare you could post? Also sometimes mares will get their milk during labor. But for maiden mares pretty much anything can happen, so while I would not be overly concerned I would still contact a vet and get their input. Hope all goes well for you and your mares.
