i am not 100% sure about the medical.
but if it is under control with medication i would say that it should be ok (but hold me to this). the best thing you can do is speak to your GP before you sign up and ask him what they think this will save wasting any money.
with regards to doing the K on any other thing than on a moped/ motorbike it is possible to do it any way you want there is no rule that you have to do it on a moped it is just advised (i have even seen someone do the K on a pushbike!. but it will be harder as it is easier to stop and turn round on a bike. if you are going to do it in a car i would say you would be better off doing it at night when the roads are less busy and you would not have to pay the conjestion charge.
