medical , and mopeds

Been thinking of doing the knowledge for years, i have type 2 diabetes which i take tablets for and take medication for high blood pressure which is in a controlled state. Is this going to be a problem in passing the medical?, also can you learn in a car?, i had a unpleasant experience a few years ago on a bike am im not that keen to get back on two wheels
