and in answer to your question regarding where to come up with all of this money, i answer thusly:
* if the new building is funded by Measure V (as City College's web site suggests), simply scrap the plans for this eyesore and take a big chunk off of the needed funds.
* if the new building is not funded by Measure V (as you suggest), simply take the untold millions saved up in City College's piggy bank (the money they intended to spend on the new building) and accomplish the repairs that way.
if the above is not sufficient, i find many of your previous suggestions appropriate. City College does accept private donations, and every person who supports Measure V would naturally chip in what they can. and yes, they could very well save up the money. that's what i do when i want to buy something cool. spending money they don't have is not a good plan for the future.
even a small increase in taxes is an increase nonetheless. this is how taxes get raised - a little bit at a time.
and matching funds sound awesome, but ultimately who pays for those? we do.
