The Romanov inheritance and the Holstein one are complete separate and operate under different rules.
I think Holstein only required permission of the then Head of House, who would have been Grand Duke Cyril followed by Wladimir. Grand Duke Dmitri received permission to marry Audrey Emery, which resulted in the Ilyinsky title being "created" (actually more like authorized since the Empire no longer existed.) Th do not believe Holstein had an equality requirement.
There are others who are more knowledgable than I about house laws.
And yes, I meant de jure. I suck at spelling in every language
